Working women formed 32% of the 24,583 government employees in 1984 (see Table 4.3). Most females are concentrated mainly in the Ministries of Health, Education and Labor and Social Affairs. Nearly 3,784 females (51%) work at the Ministry of Education, 2,537 females (49%) are employed at the Ministry of Health, and 238 females (49%) are employed at the Ministry of Labor and Social Affairs.
The number of working women with children under 6 years of age is not available except for the Ministry of Labor and Social Affairs. Its statistics show that mothers with preschool children (from 1 month to 6 years) count for nearly 100 in 1986. In order to provide care for their infants, toddlers and preschool children, it is suggested that an integrated nursery-kindergarten facility suitable for such a population of different age variation be provided. Such a day-care center needs to be established near the motherâs place of work, as this will keep mothers in better contact with their children and will allow them to breast feed the babies as well. This proximity may be a distinct advantage for nursing infants and for older children as well. Some critics are suggesting that once an infant has started to experience separation anxiety, frequent daily visits by the mother may be more painful than anything else. It is painful for the young child to know that the parent is nearby but still inaccessible.19 However, other parents do prefer to have infants close by; this makes them feel more secure knowing if anything should happen, the parent could be there immediately.
